Sands Anderson Welcomes Government Attorney Heather Hays Lockerman
RICHMOND, Va. (April 19, 2022) – Sands Anderson PC today announced Heather Hays Lockerman has joined the Firm as Counsel in its Richmond office. Lockerman advises local governments, elected and appointed officials, and local authorities on myriad issues, including Freedom of Information Act (FOIA) compliance, open meeting requirements, ordinances, contracts, and procurements. She also helps her clients develop sound litigation avoidance strategies.
Lockerman joins Sands Anderson’s Government Group, which represents more localities in Virginia and performs a wider variety of legal services for governmental clients than any other law firm in the state. The group has focused on representing counties, cities, towns, and other Virginia public entities, including regional and local authorities, and school boards for more than 25 years.

Prior to joining Sands Anderson, Lockerman was a senior assistant attorney general at the Virginia Office of the Attorney General where she advised her state government clients on legal and regulatory compliance, scope of delegated authority, personnel matters, litigation-avoidance strategies, lawsuits, and court challenges to final agency decisions.
Before she began practicing in the public sector, Lockerman was a litigator at a large, international law firm and appeared in Virginia’s state and federal courts.
