RICHMOND, VIRGINIA  (August 17, 2020) --- Attorneys Jason H. Ballum, Patrick T. Andriano, Katherine K. Ballou, Anne E. Mickey and LaRana J. Owens have joined Sands Anderson PC's Richmond office bringing a significant public school board and educational law practice, announced firm president Margaret F. Hardy. All five attorneys most recently practiced at Reed Smith.

Ballum has significant experience representing school boards in disputes regarding special education, and state and federal regulatory investigations. Ballum received his undergraduate degree in Psychology and Educational Studies from Colgate University and his law degree from the University of Virginia. 

Andriano's practice focuses on education law, including the representation of school boards in special education matters including counseling school boards in claims arising out of the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act. Ballou's practice focuses on representing K-12 public school divisions in litigation regarding special education issues. Ballou received her undergraduate degree from Washington and Lee University and her law degree from Notre Dame Law School. She can be reached at KBallou@SandsAnderson.com.

Mickey's practice is in education law, with a particular focus on special education law compliance. Mickey received her undergraduate degree from the University of Notre Dame and her law degree from Georgetown University Law Center. She can be reached at AMickey@SandsAnderson.com.

Owens' practice focuses on education law, including counseling and representation of school boards in special education matters, student disciplinary proceedings, student privacy and records issues and constitutional law matters.
