Steve serves as general counsel to local governments, including counties, cities, towns and special purpose authorities, advising them on a broad range of legal matters. He also represents multiple Departments of Social Services throughout Southwest Virginia, litigating cases involving child protective services and adult protective services in Virginia’s District, Circuit and Appellate Courts.
Steve's experience encompasses a wide variety of local government matters including municipal litigation, taxation assessment defense and collection, eminent domain, construction law and land use issues. He is familiar with all facets of economic development and has assisted local governments throughout Southwest Virginia in forging partnerships with business to benefit the locality and its citizens. Steve is also well-versed in the public procurement process and can help from the conceptual planning stage through the grant application process, bids, and contract award.
A seasoned litigator, Steve enjoys advocating both in court and at public meetings on behalf of his local government clients.
