Kelley M. Kemp
Kelley represents counties, cities, and towns across Virginia, providing common sense legal advice to local officials working to make their locality a better place to live and work.
With years of experience helping local governments of all sizes, including representing the counties of Powhatan, Orange, and Appomattox, Kelley knows how to provide legal counsel that is clear, concise, and easy to explain to citizens.
Whether representing localities in zoning matters, BZA appeals, contract disputes, employee grievances, or zoning violations, Kelley consistently provides practical solutions and ensures local officials understand the legality of their actions. She particularly enjoys working with local government entities that are experiencing new growth and pursuing economic development initiatives.
Kelley’s prior roles include serving as the Assistant County Attorney for Goochland County and as an Assistant Commonwealth Attorney in Harrisonburg, Virginia. She is also an adjunct instructor at Brightpoint Community College.
Outside of work, Kelley enjoys reading, hiking, and traveling. She is a devoted mother of two who loves spending time with her family and two dogs.
