Our panel will feature former Deputy County Attorney and Legislative Liaison for Fairfax County, Karen Harwood, a partcipant in all of the major General Assembly efforts related to vested rights who has a unique perspective on the issues, plus Andrew McRoberts, Ann Neil Cosby and Annemarie Cleary of the Sands Anderson local government team.
There have been significant developments in the law of vested rights in the last year -- Hale and Crucible decisions by the Virginia Supreme Court, HB 1250 adopted by the Virginia General Assembly, the latter referencing the unusual statutory estoppel provision of Virginia Code § 15.2-2311(C).
The panel will take a focused look at the law of vested rights, where it's been, where we think it is now.
